    Jeannie wurde als Tochter von Alhalkere Jack und Jessie Ngale geboren und ist eine Anmatyerre-Frau aus dem Alhalkere-Land in der Utopia-Region. Sie ist die Schwester des verstorbenen Greeny Purvis Petyarre, einer hochgelobten Künstlerin und angesehenen Ältesten ihres Landes Alhalkere in Zentralaustralien. Jeannie ist auch Nichte der verstorbenen Emily Kame Kngwarreye.

    In den frühen 1980er Jahren, als Jeannie mit ihrer Familie, ihrem Ehemann Henry Long Kemarre und ihren sechs Kindern in der Boundary Bore Outstation lebte, lernte sie die Batikkunst kennen. 1990 wurde ihr Werk in die Robert Holmes à Court Collection aufgenommen, die ausgiebig tourte und in ihrem Buch „Utopia – A Picture Story“ vorgestellt wurde.

    Die vorangegangene Kunstrichtung „Arbeiten auf Leinwand“ breitete sich Anfang der 1990er Jahre in Utopia aus. Jeannie begann zusammen mit ihren Geschwistern zu malen und malte erstmals 1995. Jeannies früheste Werke stellten den Pencil Yam Dreaming und Awelye dar, das zeremonielle Körperbemalungsdesign für Frauen, ihre Gemälde zeigen jedoch überwiegend Buschmedizinblätter.
